JUDGE SENTENCES MAN IN KILLING
GUNMAN GETS 100-YEAR TERM FOR 1995 SHOOTING

A 22-year-old Hartford man was sentenced to 100 years in prison Thursday for firing shots into a crowd in the city's South End and killing a man while wounding three youths.

Hartford Superior Court Judge Julia D. Dewey meted out the term to Chauncey Watts, aka Chauncey Whitehead, formerly of 5 Baltic St., who was convicted of the slaying and three assaults at a jury trial in May.

His co-defendant in the slaying, Charles Logan, now 20, formerly of 68 Madison St., was sentenced to 31 years in prison by Judge Patrick Clifford in November 1997. Logan pleaded guilty to murder and conspiracy to commit murder in exchange for a ceiling on his penalty.

Watts and Logan, wearing black hoods and sweat shirts, were riding mountain bicycles when they opened fire on the crowd of young men and women in a vacant lot near 55 Franklin Ave. about 8:35 p.m. Sept. 29, 1995.

The shots from 9mm and 380 caliber weapons fatally wounded Javier Mateo, 20, of Hartford, and injured Jose Ortiz, 16; Jose Roldan, 18; and Carlos Santiago, 17, all of Hartford. Eight shells from those weapons and several bullets were recovered by police, who blocked off a section of Franklin Avenue to preserve evidence.

Mateo and three teenagers wounded in the shooting were not the intended targets, police said. The gunmen, who are suspected 20 Love gang members, apparently were targeting a young woman with whom they had a personal feud and who was standing with the Franklin Avenue group, police and witnesses said.

Logan had been on probation at the time of the shooting, and surrendered within days. But Watts remained a fugitive until August 1998, when he too surrendered.

The two men were identified soon after the slaying by three teenage girls who were sitting on a stoop on Dean Street. When the boys rode by, one of the girls thought it was strange that they did not respond to a greeting, so the three girls followed the two bicyclists to Franklin Avenue.

One of the girls said she saw the two bicyclists veer in the direction of a group of people she was standing with and open fire, police said. She said she was able to escape unharmed even though she was close enough to see muzzle flashes from the two guns.

The killing and assaults were investigated by a team of police including Sgt. Wayne Kornbrath, officers Scott Sansom, Robert Garten and Peter Getz and Dets. Richard Murzin, James Rovella and Paul Sherokow. Assistant State's Attorney John Fahey handled the case for the state.
